EDRS PRICE MF-$ HC-$ Plus Postage. On February 8,the Board adopted Rules and Standards of the Board of Governors of the University of North Carolina Relating to the Issuance of Licenses to Nonpublic Educational Institutions to Confer Degrees.

The standards, to a significant extent, were based on a legislative model proposed in by the Education Commission of the States. The Commission is the sole authority for licensing nonpublic educational institutions established in South Carolina and for those established elsewhere which want to operate in or confer degrees in this State.

The Commission may promulgate those regulations as may be necessary for the administration and enforcement of this Chapter. Degrees- States vary on (1) whether the institutions can confer degrees, (2) the types of degrees they can confer, and (3) the degree titles they can use.

Filing Requirements- The states vary based on whether the institutions are required to file regularly with the state. Several states require that exempt institutions file annually in order to maintain their exempt status.

Pursuant to the authority granted to the Commission on Higher Education by Chapter 58 of Ti South Carolina Code of Laws,as amended, regulations for the issuing of licenses to nonpublic educational institutions, and the issuing of permits to agents representing such institutions.
